Board of Directors
Business leaders, community minded citizens and professionals can contribute their time and professional skills to IMHS through the Board of Directors. The Board of Directors meets once monthly to discuss IMHS goals and policies.
- Members of the Board of Directors must be current members of IMHS
- The Board of Directors sets goals for IMHS and provides policies for the Executive Director/Shelter Manager
- The Board generally meets 11 times yearly, with additional committee meetings for many Board Members.

Steve Kelsey, President
Steve relocated to Colorado from the east coast in 1992 and moved to the 285 corridor in 1996. Two of his rescue dogs, Jack and Diane, gained him his first exposure to IMHS in 2008. In addition to his full-time job in the software development field, Steve is a local small business owner. He is active in the community, founding a local service organization, The Barnraisers, which led to work at IMHS repairing the roof, painting and performing maintenance in the shelter. After spending time at IMHS, he was hooked and became an active volunteer and contributor to the organization. His background in software development brings data management, customer relations, managerial and efficiency evaluation skills to the organization. Matt Blumenshine, Vice President
Matt is a Senior Business Analyst with more than 10 years of experience in Supply Chain and Operations Management in a wide range of industries. He also spent six years as a volunteer director for a northern Colorado operations management educational society. In addition to grant writing, Matt has a passion for process improvement and hopes to use these skills to help the shelter run more efficiently through the use of technology. Cappy O'Brien, Secretary
Cappy is a certified veterinary technician with 29 years' experience. She earned a Bachelor's degree in biology from Metro State College and an Associate in Applied Sciences in Animal Health Technology from Colorado Mountain College. In addition to her responsibilities as Board Secretary, Cappy volunteers her time to IMHS by providing medical care for the shelter's animals. Over the years Cappy has assisted IMHS shelter veterinarians and in 2004 she adopted two cats from IMHS. Cappy has lived in Pine for 21 years and worked with various professionals in Colorado's veterinary community. Contact Cappy at cappy.obrien@imhs.org.
Wendy Kelsey-Neuman, Treasurer
Wendy is a Colorado native who first arrived in Bailey in 2003. Wendy began volunteering and fostering animals for IMHS in 2005. She was hired on as Shelter Manager for IMHS in March 2007 and held that position until 2010 when she left to form her own local business. During her tenure with IMHS Wendy was deeply involved in the day-to-day operations of the shelter. Wendy is the proud parent of two IMHS alumni and, along with her husband, keeps three dogs and five cats wagging and purring at home. Wendy has a strong background in bookkeeping and financials. That, along with the experience she gained working for the organization, gives her a unique perspective on IMHS shelter operations. Wendy and her husband are proud to call Bailey home. Cheryl Ide, Director
Cheryl transplanted from Maine to Colorado in 1996. She was first introduced to IMHS when she adopted Onyx and Topaz, her shelter-born sibling felines, in 2004. Cheryl has volunteered for a number of IMHS events over the years, including the inaugural Canine Carnival as well as numerous silent auctions. Cheryl currently works as the Director of Learning Services for a software development company and served two terms as President of Colorado Business Women, a non-profit organization dedicated to strengthening the lives of women in business. Cheryl's experience brings project management, non-profit leadership and strategic planning, as well as training and development expertise to the IMHS family. David O'Brien, DVM, Director
Dr. O'Brien is a veterinarian who has practiced in Colorado for 34 years and lived in Pine for 21 years. He has a long history of volunteer work for Intermountain Humane Society and will use his experience to rebuild an onsite surgery room while coordinating with other local veterinarians who are willing to donate their services. Mitch Zale, DVM, Director
Dr. Zale has been a Colorado veterinarian since graduating from Colorado State University in 1988. He also earned a B.S. degree in Microbiology from CSU in 1984. He has been married to Lisa for 20 years and has an eight-year-old daughter, Autumn. The entire family are active supporters of IMHS.
Prior to moving to Conifer in 2001, Dr. Zale owned his own practice; he now provides relief for vacationing veterinarians in Denver and around the state. Besides providing veterinary assistance to the IMHS Board, Dr. Zale serves on the Fundraising/Membership , Operations and Advisory committees. Dr. Zale enjoys family time, skiing, skating, hiking, biking, boating, golf, swimming and Avalanche Hockey. Contact Dr. Zale at mitch.zale@imhs.org.
